A – ANTICIPATION (10 minutes)

Class Discussion Starter:

Ask: “Have you ever experienced power failure or water shortage from LEC or LWSC? What do you think causes these issues?”

Allow students to share their experiences and frustrations. This will lead into the topic of public corporations and their challenges.

 

B – BUILDING KNOWLEDGE (25 minutes)

  1. Definition of Public Corporations

A public corporation is a business enterprise owned, managed, and controlled by the government, set up to provide essential services.

Examples in Liberia:

  • LEC – Liberia Electricity Corporation
  • LWSC – Liberia Water & Sewer Corporation
  • NPA – National Port Authority

  • Created by an Act of Legislature
  • Independent legal entity
  • Financed by government capital
  • Government appoints board of directors
  • Aimed at service delivery, not profit
  • Accountable to a ministry or parliamentary committee

 

  1. Functions of Public Corporations
  • Provide essential services (electricity, water, ports)
  • Promote development in neglected areas
  • Control monopolies
  • Provide employment
  • Ensure price control for basic utilities

C – CONSOLIDATION (15 minutes)

Class Activity: Debate

Motion: “Public corporations should be privatized to improve efficiency.”

Instructions:
Divide class into two teams:

  • For privatization
  • Against privatization
    Each team prepares 2–3 key arguments. After the debate, class votes and discusses the winning arguments.

  • They face many challenges like corruption, inefficiency, and political interference.
  • Solutions include privatization, training, and transparent management.
